Position Overview
The Director of Bank Facilities is responsible for the oversight, management and administration of all Bank properties, facilities, office service operations and maintenance. Additionally, this position plans, directs and controls the activities of assigned staff and vendors involved in the design, construction coordination, modification, maintenance, administration, acquisition and disposition of Bank assets, including branches, equipment and furniture/fixtures.
The successful candidate must be able to:
- Oversees all aspects of facility, property and administrative maintenance and services, including related purchasing activities, furniture and equipment, landscaping, janitorial, vending services, office moves and employee relocations.
- Provides strategic input to divisional decision-makers and executive leadership concerning current and future optimization of bank properties for people placement and cost-savings purposes and opportunities.
- Prepares and maintains annual facilities departmental budget. Analyzes and recommends purchasing sources, controls prices and quality for all equipment, services and supplies; maintains contact with suppliers for information affecting prices, availability and delivery; locates and investigates potential and contingent supply sources, performs cost estimates and space allocation analysis.
- Compiles and manages the corporate capital budget while gathering input from all departments regarding needs.
- Researches and provides recommendation for potential bank sites, negotiates purchases and/or leases, performs due diligence and feasibility studies, for executive management approval.
- Manages architects, construction companies, jurisdictions and vendors for bank projects, as well as surplus properties and consolidation recommendations.
- Manages the overall closure of Bank facilities including coordination with vendors for equipment removal, reallocation of furniture and assets for future bank use and/or sell/disposal.
- Assists assigned physical security representative for the bank in ensuring all locations are within the bank’s security protocol, including approving proposals, budget and payments.
- Manages bank asset storage facilities, inventories, furniture, fixture and equipment to ensure effective utilization.
- Assists Finance/Accounting in maintaining detailed fixed asset reporting and tracking systems.
- Oversees and manages the transfer of physical assets to the bank during acquisitions, i.e., deeds, titles, leases, contracts, etc.
- Works with legal counsel to ensure bank assets are always protected including purchases, leases, contracts, easements, etc.
- Works with corporate insurance company to insure property, work through accident reports, and ensure facilities assets are covered for both buildings and vehicles.
- Assures audit compliance and procedure quality control; recommends and initiates corrective actions; ensures the department is in compliance with established bank policies, procedures and state and federal regulations.
- Provides direct reports with proper tools and authority to execute their assigned functions. Develops skills of staff through goal-setting, coaching, problem resolution, delegation, training, counseling, and performance management.
- Working collaboratively with management and Human Resources, recommends staffing levels and approves personnel actions such as hiring, terminations, promotions, transfers, training and development of staff, timely performance reviews and salary increases, in accordance with legal and acceptable Bank personnel practices.
- Maintains proficient knowledge of, and ensures bank activities are performed in compliance with, all state and federal banking laws and regulations applicable to areas of responsibility.
- Ensures Bank activities are performed in compliance with the Bank’s Policies and Standards, in partnership with Enterprise Risk Management and other internal banking partners.
Requirements:
- High school diploma or equivalent - required. Bachelor's Degree Business Administration, Finance or relevant course of study - preferred.
- 8 years recent experience in a leadership role, which includes a minimum of 5 years' experience managing all aspects of facilities, purchasing, construction and property management in a corporate environment, with the ability to quickly grasp and understand the Bank’s business and strategic goals and objectives required.
- Financial services industry and /or community bank experience preferred.
- Certified Project Management Professional (PMP) - PMI preferred.
- Equivalent combination of education, training, certifications, and experience may be considered.
- Provides an exceptional level of quality service for internal/external customers; responds to customers' needs, questions and concerns in an accurate, effective, and timely manner.
- Demonstrated ability to develop and maintain strong working relationships with all business units to achieve common goals.
- Strong listening, verbal, written, and telephone etiquette business communication skills, including effective questioning strategies and presentation skills; with the ability to read, write, speak, and understand English well.
- Strong leadership and managerial skills are required to manage, motivate, and develop teams, to include oversight and management of employees in remote locations. Employee development, performance management, training and employee counseling skills are required.
- Strong problem-solving, attention to detail, organizational, data review and time management skills, with the ability to accurately manage multiple assignments, goals, projects and reporting requests, ensuring priorities are set and commitments and deadlines are met, with minimal direction and supervision.
- Demonstrated ability to develop and manage income and expense budget(s).
- Strategic approach to decision-making with proven ability to analyze information, develop strategies and deliver results in a timely manner.
- Thoroughly understands and applies principles, procedures, compliance requirements, state/federal regulations, and policies related to assigned area of oversight.
- Ability to read, analyze and interpret government regulations, trade journals, legal documents and building plans.
- Unquestionable integrity in handling sensitive and confidential information required.
- Proficient and advanced use and understanding MS Office products (Word, Excel, Outlook), and working knowledge of vendor management and project management software applications, with the ability to adapt to and learn new technologies quickly.
Work Environment:
- Climate controlled office environment.
- Occasionally exposed to outdoor weather conditions.
- Exposed to work near moving mechanical parts.
- Work involves being able to concentrate on the matter at hand, under sometimes distracting work conditions and frequent employee and/or customer contacts and interruptions during the day.
- Work requires regular attendance, punctuality and adherence to agreed-upon schedule with willingness to work a flexible and/or rotating schedule. May be required to work Saturdays and/or extended hours, as needed.
Physical Demands:
- Work may involve the constant use of computer screens, reading of reports, and sitting throughout the day.
- Ability to operate a computer keyboard, multi-line telephone, photocopier, scanner and facsimile which often requires dexterity of hands and fingers with repetitive wrist and hand motion.
- Typically sitting at a desk or table; frequently standing, intermittently stooping, bending at the waist, kneeling or crouching to file materials
- Specific vision abilities required include close vision, color vision, distance vision, peripheral vision, depth perception and ability to adjust focus.
- Ability to distinguish frequencies and sounds, color codes and odors in the operation of equipment in order to troubleshoot for repairs.
- Intermittent use of ladders exceeding 8’ and working on roofs exceeding 40’ in height.
